Joe at Tempe Camera. However, he is not long able to work on these as he has no more spare parts. The person Joe recommended is Don Goldberg. Don used to work for Leica as a repair technician. When he retired he took, with their blessing, all of the old Leica parts in storage. So, he's the guy to go to. A friend of mine had his Leica serviced by Don and it came back as good as new. Don is reasonably priced and very meticulous.

John, f/2 as opposed to f/3.5 on the Elmar is the reason. If one follows the aftermath of WWII, the Russians took everything of value they could get their hands on upon leaving Germany, as a form or reparation. A lot of the Zeiss optical company in Jena ended up in Krasnogorsk. This lens, and a 35mm f/2.8 are both Russian lenses. The 50 I purchased from someone on UHH. The 35mm from a gentleman in Russia. They are both very good lenses.

Hell Bob,

I also have this Soviet lens. They are good optically, but suffer from defects in metal technology and assembly. I once had a 1000mm f11 Soviet-made M42 fit mirror lens (later stolen) with the lettering ‘Made in USSR’ applied crookedly. Typically their lenses need re-tightening of screws and cosmetic touch-up of painted areas, in addition to checking their mechanical functioning. All these measures must be taken prior to shooting pictures with them.

I'm aware of most of these issues. I put my small tools to use from time to time just to keep things operational. Yeah, the metallurgy isn't the best, but optically, they are visually as good as the Elmar.
