Well, I use a MacBook Pro with OS 10.14.6 and Lightroom Classic (the latest version with the subscription) works great.

I think the comment relates more to running the older standalone LR5 and LR6 versions on modern OS platforms .... I happily work every day in LR6 on Window10 based equipment, something that can't be done on the corresponding Mac equipment ...

No. Not unless you "get lucky" and find a copy of LR6 available for sale somewhere. Even if you do, Adobe no longer supports LR6. They even took down the updates for it, so unless you happen to find a copy of the latest (versions 6.14), good luck updating it to the last non-subscription version. Of course, there's no longer any support for LR5 and earlier, either.

Yes. The subscription is now the only way to get Lightroom. For at home users (non-business), it costs $120 a year. The subscription includes LR Classic, LR CC and Photoshop CC. You can use any one or all three of them.
For a desktop or laptop computer, you want LR Classic. That's basically the current version of LR5 that you're familiar with. LR CC is for portable devices such as tablets.
They are different and both included along with Photoshop subcription and Bridge is included.

I'm not yet finding a place in what I do for Rush. It appears that phone users can "rush" a project to YouTube. And then improve it later. I get hung up when it takes days to get the project from my phone Rush synced to my computer Rush.

There is a $15 version with 1 terabyte of storage if the $9.95 version is not enough. There is Lightroom classic and Lightroom cc. CC is the web version. Cklassic is what you want. Both come with the creative cloud subscription along with Photoshop and several other apps. Continually updated.
