In my community I watch consumers enter the super-market while my wife shops for our groceries. 90% of the clients enter and exit wearing a mask. One couple wore gloves. Let's reward the wearers with a discount.
I'm sure there are many reasons on both sides of this issue. Where do you stand.
We just got back from a road trip to Grand Junction, Colorado. I'd say it was 50-50% wearers to without at; gas stations, Denny's, and Applebee's. There were shields to protect clerks at gas stations, the workers all wore masks. The restaurants had little placards to assure us, of their cleaning practices. The spacing of customers left us far from casual contact. Waitresses all wore masks.
Be Safe.

Is there a legal order in your community requiring masks in stores? I don't think people should be rewarded for obeying the law. I grocery shop during the old folks hours, and there are large signs saying masks are required at the entrance. I don't usually see anyone without a mask. It should be up to the businesses to enforce the rules, as they are for the protection of their customers and employees.

The next pandemic will be pleurisy, from everyone wearing masks, and breathing in their own bacteria and CO2.

The next problem has already started. Those with extended mask requirements are being diagnosed with Pleurisy from breathing their own bacteria and CO2.

Would it NOT be better to punish those who DON'T wear a mask? Add a 5% NO-MASK fee...

Punishment? What's that saying about honey being better?
As a teacher of 35 years, it is more effective to reward positive behavior.

Great idea Art except that many of our retailers especially grocers operate on +/- 5% profit.

Yeah, it's always easy to give away somebody else's money, isn't it.
Your teaching cert must have required at least a basic understanding of math, didn't it?

I propose a 20% discount for libertarians and a 20% surcharge for leftists.

That is a nonsense story spread by Russian trolls and Republicans. You do not get pleurisy "from breathing your own germs and CO2. People who work in operating rooms have been doing it for decades.

SO - a 5% surcharge for anyone NOT wearing a mask it will be!

I'm sorry, but that's just wrong! According to the Mayo Clinic,
A variety of underlying conditions can cause pleurisy. Causes include:
Viral infection, such as the flu (influenza)
Bacterial infection, such as pneumonia
Fungal infection
Autoimmune disorder, such as rheumatoid arthritis or lupus
Lung cancer near the pleural surface
Pulmonary embolism
Tuberculosis (TB)
Rib fracture or trauma
Certain inherited diseases, such as sickle cell disease
Certain medications
If you are worried about re-breathing your own bacteria, improve your oral hygiene. Higher levels of CO2 are more a function of lung disease such as emphysema. I had pleurisy as a child, have no idea what caused it, but it WAS NOT from wearing a mask!

Gives may only give you a false sense of security and may actually lead to more spread of any pathogen as you will relax on hand sanitizing.
Current glove recommendations from the CDC.

How about not letting them in the store without a mask?
