I used the brush to increase the dehaze, increased the shadows, and decreased the highlights to the cloudy sky and brushed in increased light (upped the exposure and whites) for the fishing boats and the water. So, in effect, I processed the cloudy sky separately from the boats and the water. I did some touch up work in Photoshop (added some saturation and cropped), but not much. Hope this makes sense.
