Assemble a high end 'gaming' computer and a high end graphics card and select a quality adjustable monitor... 16 GB should be fine... you can add more if you need, but, unlikely. I generally use ASUS motherboards and for disk drives use M.2 PCIe, NVME SS... 2 TB size... with a 6 or 8 TB Seagate Ironwolf mech HDD.

I am planning to buy a new computer primarily for Photoshop. I plan to buy a ninth generation i7 CPU desktop however I don't know how much RAM is enough? I have been told 16 Gs however others tell me I need 32 Gs?
Do I need a discrete video card or is the onboard UHD enough? Any suggestions on monitors would be greatly appreciated.
For all of you who answered questions on non-Cannon ink for a Pro 9000 Mark II printer and your opinons on whether to give up my darkroom, I am in your debt. (I decided to keep the darkroom to tank develop 6 x 6 negatives and tray develop and contact print 8 x 10s).

Figure out what kind of budget you have and purchase a computer with the best CPU, most RAM, best graphics card, largest SSD boot drive, and with the fastest USB 3 (C) you can get in your budget. Don't forget to budget for a 27 in LCD. I have 2 27 inch LCD's and love them. Wouldn't go back to one screen if I have the choice.

Also look at the hardware requirements of the software you plan to use. Topaz apps, I believe, require an i7 processor and a video card with at least 4GB memory. Other applications may require similar or other capabilities, and certainly the hardware requirements will advance going forward.

My PC is now a couple years old and only has an I5 processor. The Topaz tools work fine on it.

I am also considering purchasing a new computer.

I reviewed the recommended specs for Capture One, the program I plan to use. You can research the specs on your program's web site.

I am switching to a Mac. I am buying a 27" model from Costco with a 5K monitor for under $1,800. It can be upgraded to at least 32GB of memory for a nominal amount. Apple Care is available for the unit. If I can not get comfortable in 90 days, I can return the Mac and switch back.

I would recommend at least 32GB.

Good Luck

I switched from windows to an iMac about a year ago. Best decision I ever made. Bit of a learning curve at first though. Works flawlessly and when I have problem Apple support gets me straight in about 1 minute. Get the biggest baddest iMac you can swing. Great monitors. All in one. No cd drive though. Built in backup program to an external HD comes with it. Be sure to get the fusion drive.

I highly recommend the BenQ SW2700 monitor. The color gamut is clearly superior to my Dell Ultrasharp U2410 and the resolution is better. I did need to buy a new video card to appreciate the full resolution. It is available from B&H and no tax with the free payBoo card.

There is no advantage to using multiple GPU’s for Photoshop. Multiple cards can cause problems, so unless you need them for some other purpose stick with one. And if you need more than one, make sure they’re identical.
My 3 NVidia GTX 970 are identical connected in SLI. My system was designed for gaming where, in a previous life, multiple cards were an advantage. My sustem handles PS without a problem.
I use a Spyder Pro to keep my less expensive 34" wide screen LG monitor tuned up.

I purchased a computer from this company specifically designed for photo editing. It is a beast that allows me to stack images without any problems or delays. https://www.pugetsystems.com/recommended/Recommended-Systems-for-Adobe-Photoshop-139
