Most laws are passed in order to protect people. But these seem intent on controlling people. There is a vast difference.

Is it just me, or does anyone else find it a little bizarre that a mere sheriff seems to have the right or authority to override a governor?

If so, why bother with a governor?

Seems to mean that we can all cherry pick, and choose whichever laws we do or don't want to obey.

Oh wait, that possibly explains the current mess we have when so many supposedly less sophisticated countries are doing so much better than we are.

Perhaps, but CHOICE and RIGHTS are two completely different things! Anyone's choice can arbitrarily outweigh someone else's rights. Happens every day; it's called "crime". Prisons are stocked with such choosers. So are hospitals and graveyards.
