Use of Photoshop Elements from External Hard Drive

I have used this pair of commands for many years (including the Restore step), so I know it works. And, as you recall, the original poster said he had contacted Adobe. BTW, the Organizer's Backup command is unlike Lightroom Classic in this regard. Lightroom only backs up the Catalog, not the photos themselves. The Organizer backs up everything.

I use PSE and run it off of my lap top. Most of my photos are on three different external hard drives. Hard drives do fail, I've had three to fail over the years. I have my own file system and do not use the PSE Organize component. I started downloading my photos long before using PSE and liked my simple system and, if it ever should happen, I stop using PSE (for some other program), I won't have to worry about my files.

That’s good to know that it backs up everything. I had read about LR and assumed that Elements did the same thing. Thanks for the info.

As a follow up to the previous topic I raised last week:

I bought a new Western Digital My Passport Ultra 4 TB external hard drive (EHD) based on the excellent advice received from you'all. My photos had been "backed up" to an old 3 TB external hard drive in a very complicated fashion so I decided to delete all my files last night from the 3 TB EHD, and successfully did a Full Backup of my laptop's hard drive to that now "clean" old 3TB external hard drive. I then used Photoshop Elements' Organizer to "Restore" my photos from the 3 TB EHD to the newly purchased 4 TB hard drive. Amazingly, it seems to have worked.

I would now like to make room on my laptop's hard drive by deleting most of the photos on that drive permanently. From what file or program do I delete these thousands of photos?

I also have Amazon Photos, which automatically backs up all my laptop's photos to the Cloud.

I read somewhere that if I delete laptop hard drive photos, the same photos backed up to Amazon photos might also get deleted. Is that true? Is there a backup tool on my Windows 10 laptop that has to be set in a particular manner to be consistent with what I would like to do (which includes keeping all my photos in Amazon's Cloud?)

Thanks so much for any help you can render. Because I am not the best at technical matters, the most detailed advice you could give would be greatly appreciated.
