I have Windows 10, CS6, Bridge. My RAW files appear in Bridge as thumbnails. Simply double clicking on the thumbnail opens ACR. In Photoshop, click Edit>Preferences. Select File handling. Make sure Prefer Adobe Camera RAW for Supported RAW Files is checked.
