Which software was likely used to "Spin" this image.

I do Geocaching as well as amateur (very) photography. The included image has been manipulated by a "Spin" software and I need to unspin it. The only software I have is Canon DPP and it doesn't do this type of stuff. It's really quite basic. I'm sure there are several software packages that do this. I am just not prepared to download software randomly until I find what I need. Any and all help is appreciated.

You could use Photoshop/Illustrator, but for a cheaper or free alternative, any similar editing software should wrok.
For example Gimp.

Probably there are simpler alternatives, but I don't know any.

Well, I tried Photoshop with Twirl effect and couldn't undo it. Looks like it was another filter, tool, or a combination of them. Sorry
