Have moved to new computer. All files transferred except Pictures and Lightroom Classic (also older Lightroom 6). What is the procedure to transfer my Pictures and the Lightroom programs.

Lightroom is done by first installing the software for the original installation media. Did you save that file? After installing, copy the entire folder and contents of the "Lightroom" folder that contains the LRCAT file from your old computer overwriting the same folder onto the new computer. This step installs the software and recreates your catalog information. The LRCAT catalog folder is inside typically inside your "Pictures" folder.

The other step involves copying all your original image files. That should be your "Pictures" or "My Pictures" from a Windows style machine, or something similar on a Mac. These are all your RAW, TIFF, and / or JPEG files that the LRCAT file references. Place the picture files into the same drive letter and folder name on the new computer as existed on the old computer.

So, if "Lightroom" is inside the "Pictures" folder, you can copy these all together, being sure to overwrite the target "Lightroom" folder on the target machine after having installed the LR software on the target machine.

The LRCAT file is not the Lightroom software. The software is installed from the installation media. The LRCAT files is the database of all your image edits with pointers to where on your computer those image files reside. You need a) the software and b) the catalog and c) the image files to complete the transfer.

If you've created any LR presets (Export, Develop, other), do you store those files in the catalog folder? If yes, they'll come along when you copy the entire folder that contains the LRCAT. However, if they still reside in the default location, use the button inside LR for Edit / Preferences / Presets that will navigate directly to that location so you can copy the contents from the old computer to the new computer. Consider going into your LR preferences on the new machine and change the Edit / Preferences / Presets to store these files / customizations in your LR catalog folder.

Software doesn't transfer it has to be reinstalled and then move the files

Unfortunately, xposure is correct about reinstalling the software and then moving the files.

Lightroom is done by first installing the software... (show quote)

While the edits are in the Catalog if there are .xmp files shouldn't they also be copied?

Accomplished in the context of:

Copy the entire folder and contents of the "Lightroom" folder that contains the LRCAT file from your old computer overwriting the same folder onto the new computer.

The op is asking for our help. If you do not know or do not wish to provide help just do not say anything.
