Windows 10 comes with a backup program installed that will do what you want to do.

It looks like you want a program that SYNCS drives, so whatever you do on the primary drive gets changed on the other drives. This is different than "backing up".

I have or have used two Windows sync programs...AllWaySync and FreeFileSync. They let you decide what kind of schedule for automatic syncing, or having it not scheduled at all but triggered whenever you want to do it. The scheduling can be from "immediate" to daily, weekly, monthly, whatever.

Check out and try programs yourself to see how they work. These two are free and very good. So are others. If you don't like a program, just uninstall it.

Syncback. By 2Bright Sparks. I've tried many. This one nails it. Free version may be completely adequate.

The closest thing I have found to Appleā€™s Time Machine is Genie Timeline Pro. I have used it for several years on two Windows machines.
