Perhaps also known as weir dams? (gotta love Google 
) I looked it up because the only locks I'm familiar with are to transport boats from one elevation of water to a different elevation.
This is a very cool photo and interesting to learn about the purpose of these structures and to see the complexity of the construction of this one.

Linda, I think I used the wrong term when I called them locks. This area that is about 20 minutes from our house is called Oceola Island and/or Weir Dams. They are part of the TVA dam system. It's a very popular area for hiking and especially fishing. It's about a 2 mile hike loop around the island. My wife and I do this one alot since it's so close to home and it's an easy hike with nice photo opportunities. Here's another photo I posted showing people fishing taken from the trail.
