Screen Moves

Just noticed this this morning while looking at UHH. I have a new Dell All-in-One and while I am looking at the screen it keeps moving up and down. It is very noticeable. I checked it out on another site, a news site and it does the same. Any ideas why? Thanks. It did not do this yesterday. When I am typing it stops, but after I send it goes right back to moving up and down. Very noticeable. It does this with both Edge and Chrome.

I think you were right. I just did a update, (I was notified to do so) and it has gone away. We'll see huh?
