I love taking action photos but im having problem with the focus. can anybody help me to get great shots of action pics?

I know these need to be loaded in a smaller format, that being said I would guess shutter speed. set that as a priority and adjust around it.
Looking at the nobs on the tires I can see movement, ever so slight but still movement.
When I stand trackside and watch they are blurry anyway.
