I found the camera is no longer available at the usual vendors I deal with as it is discontinued.
Is $425 a reasonable price?
Sounds reasonable to me. I am going by when I bought a refurbished D7100 from Adorama, paid $550.00, I think.
Great camera and great price. $699 refurb at Nikon USA and B&H.
Bought similar, came with some more stuff than you are getting, and so a bit more expensive. Excellent camera, used it heavily, never a moment of regret. A good price. If it is on one of the guaranteed selling sites or you can use PayPal, it would be a benefit.

I would check first, to see if it is gray market. Yes, that is a bargain. Refurbished, as mentioned earlier, is selling for $699. And the D7200 is a discontinued camera now. It was the best DX camera, until the D500 was released. The D7200 is rated at 100,000+ shutter clicks.
I love mine. That's a very good price if it is a U.S. model.

I have the 7100, primarily because I don’t need the burst speed of the D7200. Fantastic camera.
Seems like a decent price for a US model. Accessories are usually overpriced junk, and you’re always better off selecting the lenses best for the type of shooting YOU do.
Just my biased opinion.

There are some good replies above, just want to add that I have bought used gear from KEH.com and have been very pleased with them. They thoroughly check out what they sell, put a more than fair rating on it, give you 14 days to return it and offer a 2 year warranty for a nominal price. You are buying good gear as well as peace of mind. They list a couple of D7200s in Excellent+ and Excellent condition for around $600.

If he gives you a 30 day like it or leave it (and can prove the shutter count, remember, trust but verify), go for it.

I am a professional photographer. I shoot weddings, portraits , and lighting landscapes. I have three D7200's! I just bought my third D7200 from B&H. Buy the camera!
