yes - but in a future time at the price of personal liberty, cars will not start without an active license (or some other authorization scheme). From a tech point of view I am sure we are already there. And even in today's age, things can be done without lengthy prison - impound the car for example from repeat offenders. I'm sure there are many creative solutions, we have just chosen to not attempt them.
Things can be done without lengthy prison. Hmmmm. Uh huh. I worked 20 years in a state prison. Inmates were murdered in my housing unit which was administrative segregation. Inmates have been murdered in other non maximum security prisons as well. If these inmates do this while in prison then what do you think they will do if left on the outside. With respect you like most people have absolutely no understanding of inmates and their thoughts. When you go to a cops and robbers movie and root for the police to get there in time to help a victim just remember that inmates root for the bad guy to win. Their mentality is totally different from yours and mine.
