No. A release is not necessary if you're using a photo for noncommercial purposes--e.g. on the internet as used here, an art display, even for use in your photobook. If you're using it as part of an advertisement to promote the local Baptist church, Miller beer, or similar ventures, then you definitely need a model release. I'm sure there are grey areas in the middle, but basically you don't need a release for this kind of thing. One qualification, this applies to street photography--photos taken in public places--not to photos taken on private property.
