It's not based on anything. It just manually sets the clock forward or back an hour.
That's why I said it's not the most needed option. I forget which was the first camera I owned that had the option, but I thought it was broken.

Thanks! I also forgot to set my car clock so I panicked when I finally found the long-term airport lot (long story involving lots of walking around) and the time was a lot later than I thought. One look at my phone told me the story. I'll check my camera today.
