These events were trump campaign rallies, and as such the security costs are sole responsibility of the trump reelection campaign, NOT the local city's tax payers!
It was trump who chose to talk about his campaign at each of these rallies, which makes the security costs the sole responsibility of the trump reelection campaign.

In my opinion it is inexcusable and he should pay up, he’s paid most of the cities but he needs to pay them all.

First good for you, every once in a while you don’t sound crazy. I hadn’t heard that the campaign had reimbursed anyone, but that doesn’t mean they haven’t. Do you have a list of municipalities that Trump’s campaign has made whole?

Not really, but trying to explain would come across as an insult.
You said Trump paid most cities. I asked if you could name a few. You haven’t responded to that at all. If you can’t name any city he has reimbursed, say so and I will drop it. If you can, I actually would like to know. I don’t know that you are incorrect, but what you said sure is news to me.

No matter how few local citizens might have attended, it was still a campaign rally, and trump's campaign is responsible for those security expenses.
If any former president had pulled trump's deadbeat stunt of not paying for security at even a single campaign reelection event, you can sure as shooting bet that the opposition party would be screaming that "that ain't right!"
