I am not good at all with computers so PS/LR and so are above me but I was able to do some things in Picasa. Now that Google has stopped their support, I cannot send my pictures at all via my Gmail or Hotmail accounts. I dumped some into Google photos and not having any luck editing them or emailing them as well.
I need a good simple program that I do not have to spend days or weeks learning because of time and I only shoot occasionally.

I've used PhotoShop Elements for a long time and I'm still learning its features. Because of your stipulations, I would not recommend using it (even though it is a great program). I hope you get some good advice here.

Photoshop Elements has a "Quick" protocol in which you just load your file and pick from presented options. I have no idea what Picasa was or did, but I don't think you can get much simpler than what I just described. You don't really get exceptional output, just better than you started with, but I would think that after playing with it for a while you would be able to move up to "Guided," whether you ever fell up to "Expert," or not.

Well, if you could do nice things in Picasa, then you can do nice things in PS, its a straight forward and easy program!
I've used Faststone and agree it's a good free program. I've also used PSE and, as stated above, it can be easy if you use the basic level, and there's no subscription, although there is a charge for each yearly update. I currently use Affinity Photo and have found it's an excellent combination of a gentle learning curve, which I very much need, and a very high level of capability. It's not free, there being a one time fee of $50 (covers future updates), and there is a free trial period. Hope this is of some help.

I still use Picasa 3. I love it.
Use Google Photos, it has a basic but quite good editor and it stores your photos free although with a limit on the resolution.

I loved using Picasa, it always did the trick for me.

Why not continue to use Picasa? You can't upgrade it any longer but you can still use it? I know what you mean, it WAS a simple editor pretty full of editing jpeg photos. I don't remember but I believe it also did RAW?? Have you upgraded your computer and can't download it anymore?

To email your photos from Picasa, export those to your desktop and from there to Google Photos or Dropbox or whatever you would have used before. File sizes will be large, importing into Google Photos is an easy way to then email or share.

How about this, since you still have Picasa.
1. Select a folder of images or one image from within Picasa.
2. From File use the option- Export Image to Folder
3. Put the folder on your desktop.
4. Open up Gmail
5. Attach you image (s)from the folder on your desktop
6. Send
