I don't know why and didn't see anyone around to ask the 5 W's. They were on both sides of the road for a couple of hundred yards down near the Sabinal Valley in the Texas Hill Country. As you can see some are really old and some are really new so someone is taking care of them. As for the new red boot, there was one on each side of the road.
