You are not telling the complete truth. It is illegal to offer something of value to a foreign government to get dirt on your political opponent. It is a violation of campaign finance rules.
There are a host of items that can be discussed with a foreign government. Getting dirt on your political opponent by withholding aid is not one of them. It is a crime.
