Yes, works with D lenses, yes it’s a cheap Tele converters......
Tamron made one long ago. Nikon never made one. I think there was a Vivitar model at one time too.

Kenko makes some and have brought out a newer line that might have better optics then the older line.

Nikon makes some good ones. But personally, I do not use them.

Hard to find any made for those old AF lenses.
All the Kenko teleconverters made for Nikon AF have the "screw drive". Their newest and most expensive are Teleplus "HD" DGX. Previous models included lower priced Teleplus "MC-4" DGX and higher priced Teleplus "Pro 300" DGX. I haven't compared the 2X, but in the 1.4X the cheapest MC-4 was sharpest in the center, but softer in the corners (works well on crop sensor cameras). The Pro 300 was sharper in the corners. I don't know how the HD compare.
As far as I can tell, Tamron and Sigma primarily make teleconverters to work with their own lenses, and none of them are "D type". So they don't appear to provide the "screw drive" connectivity. They only have the electronic connectivity, so lenses will need to have a built-in focusing motor... either AF-S or AF-P focus drive.
