In the course of a good camera's lifetime 4,000 clicks aren't that many. Heck, it is not likely, but I could conceivably do that many in one photo shoot. I would check with some expect to see if perhaps that is just the normal testing they do before I rant and rave.

I seriously doubt that 4,000 clicks is an inspection test for a shippable product!
I would think you are right. Thinking it though I think the most likely explanation is that it has been bought, used for short while, maybe a trip or something, then returned. Rather than eating the expense of having to sell as used, they repackage it as new. Did the box have a broken factory seal when received? Were there other signs of use? Who was it about from? It is a mystery. I think the person receiving such a camera is due something for the time and trouble of returning it and receiving a refund or new camera rather than just being able to take it out and shoot with it.
How did you find a shutter count for a Leica? What model Leica was it?

I would not jump to any conclusions until I had information from other people who have bought new Leicas. It is possible, although not likely, that the high shutter count is the result of extensive factory testing on every Leica before shipment. I would at least check it out. However this does sound highly suspicious. In any case we all need to know who the seller was.

There is a reason the OP is ignoring the request for who dun it. He avoidance does not pass the smell test.
Like many said, what are details. Listed as New or As New. 4k is not much at all. Just broken in. Did you get it for less than retail. Earlier this year I purchased a Nikon D4 with 318k counts. Seller stated it was rated for 400k and ratings are very conservative. I am very happy with it.
