The focus is obviously well beyond the rod and line, so that's the most obvious explanation. Objects do tend to appear larger when they are out of focus. If it was only the line, and not the rod, I might think that the appearance was caused by a property of the line, but the rod is also larger and blurry.

Just a guess, but monofilament line is clear plastic and if the light hits it just right can't it act as a tiny linear shaped lens?

Besides possibly being slightly out of focus at the rod tip; part of the problem may be that the fishing line is "fluorocarbon". Fluorocarbon line "fluoresces" (glows) in sunlight, making it easier for the fisherman (woman) to see, especially watching for fish strikes. The camera lens and sensor may have reacted in a similar fashion, making the line appear enlarged.

I just did some more reading on fishing line, and I may be wrong about this. I was writing from old fishing memories...

On the download you can see that it’s just plain out-of-focus. Your shutter speed is fast enough to stop the movement, but it looks like the background is in focus but not the foreground (your rod & reel).

vibration of the fishing line increasing by distortion the light flowing through it. look at the stone on the bank...its waterline is also 'glinting.
should have used a CP filter......! it is what they do best

Clearly out of focus, monofilament line and tip are moving and perhaps sun light is shinning on the top half of the rod and mono, scattering the light on the line.

It's out of focus, probably too close to you, but I take a lot of fishing photos and that line lights up like that in the sun. I think it diffracts the light a bit but often it'll almost glow and look much thicker than it is. It's an effect that's been done to death in fly fishing films.
