if you want to shoot both together, I suggest getting the BreakThrough Photography filter. They combine both the ND and CPL into one filter. I use it all the time when shooting streams. It cuts the glare/reflections and slows the shutter speed to get the nice silky water. I have also used it on ocean waves/water.

As pointed out, each filter has its own characteristics. Stacking can cause a couple of issues. Vignetting is one. The other is light reflecting off the front surface of the second filter and then reflecting off the back surface of the first one. This can cause halos, or multiple outlines of the subject. Your best bet is to experiment and see what works for you best.

Do not do that if you do not want to experiment shifts of colors. Those are both ND filters but with a different purpose.
I hope you know how to and when to use a polarizer and what it does. In my case I use it more to eliminate non metallic reflections than to darken the sky or saturate colors.
