The two filters have two different functions.
If you want to be able to decrease shutter speed (ND) and eliminate reflections (CP) use both.
Just be aware that having both on a wide angle lens could cause vignetting.
Note that the CP will reduce the amount of light entering the lens, the ND will provide an additional reduction.

I really don't like to stack filters.
To add to what Longshadow said, CP filters on a wide angle lens will make for an uneven sky.

Yea, I keep forgetting that little thing about the sky being uneven on wide lenses (darker on one side).
CPs usually enhance the colors a bit also.

What is your reason for wanting to use the ND filter? Common uses are to allow a long exposure in bright light, usually to blur running water, or to shoot with a wide open aperture in bright light for shallow DOF.

There are certainly situations when using these two filters together will give one the desired results!

It is certainly true about losing light. Shouldn't be a big issue for the OP who is using ND filters.

If you just using the CP to boost colors and not remove reflections, leave it off. You can always boost the colors in post and possibly avoid vignetting.
