why do I have to register to reply to a thread or start a new one?

Because those are the rules.

Register or Logon? Stop signing out, just stay logged on.
Because we all like to know who is the author of an individual post.
Because if you didn't have to register there'd be no way to control what's written here. And while I'm sure 99.9% of people who regularly use this forum would never knowingly write something offensive the Internet is rife with people who would. Thus the people who administer the forum need a big stick, and this big stick is 'write something offensive and you risk being deregistered' i.e. you won't be able to post any more.
More curious to me is why you can't look at posted photos until you register (and I'm just assuming this is the case as with a lot of other forums. I'm always logged in so wouldn't know).

You
can look at the photos. You just can't create replies to them or new topics.

And we have that rule because of the trolls.
