It's not you, it's not your camera, and it's not your computer. It's your ancient version of PSE which does not support Canon 6D Mark II raw files. Your copy of Elements is around 7 versions old. Every new camera has updated versions of raw files. Older software doesn't support those newer raw files.

But, when converted to TIFF or DNG, this ancient software works just great as well as DPPv4 is the newest and greatest offering ...

Upgrade your PSE to the current version. Stop fighting the inevitable. You'll be happier if you just resign yourself to the fact that companies have to generate revenue to support the people they hire to support the products they sell to the people who buy and use them, and using software that is 7 versions old just doesn't work for the greater good of the companies or the users, which apparently includes you . . . Just sayin'

Elements 12 is seven years old.

Canon 6D Mark II was introduced in mid-2017.

There's no way that Elements 12 can handle the RAW files from the 6DII.

Buy a copy of Elements 2019. It's on sale for all of $60 right now. Normally $100. I suspect the sale price is because a new Elements 2020 will be announced in the next month or two. No need to wait for the new version unless you really want to.... 2019 version will work fine with your camera (and Windows 10). The new version coming soon may or may not have any new features that will be useful to you. Who knows.

Your problem is likely with PSE12, a bit dated. Don't blame Windows 10 for yourself not updating PSE or its version of ACR for your Canon 6DmkII. I think the current version of PSE is 15. I use Full Ps so I'm not sure.

PSE 15 is 4 years old. The current version is 2019 and a new version will be released this fall. They release new versions annually in the fall.
