Is it windows 10 or the camera or a combination - cannot pen/convert raw files with my new camera/computer combination. Is there another raw converter out there that works with Windows 10 - I have been pissed with this since I was forced to upgrade!!!

I'm no expert, but I do know that Windows 10 is a computer operating system, not a photo editing program. I'm surprised that your version of PSE doesn't decode the RAW file format your camera provides; PSE 2019 does the job very well for me and my Win10 computer defaults to PSE when I try to open my NEF (Nikon RAW) files.

Operating System compliant software is needed to interpret any variant of ‘raw’ file.
Your PSE-12 is too old to process the 6D II RAW files. Two free ways:
a) install Canon's free DPPv4 and convert your CR2 to TIF and then continue in PSE.
b) download Adobe's free DNG converter and batch convert the CR2s into DNGs and then work in PSE-12 (check Adobe's site for the camera RAW version PSE12 will accept)
Of course, you can buy new software to go along with your new camera, something all RAW shooters deal with eventually, if they do not want to use the free suggestions above.

"Operating System compliant software is needed" for ANY task you ask of a computer. E.g., PSE comes with two disks - one for Macs and one for Windows. Better use the right (compliant) one.

Download Canons latests version of Digital Photo Professional 4, it’s free but you will need your camera serial number. With DPP you can browse your raw photos, adjust them and develop them to a .jpg or 16 bit .tiff for further adjustment and editing if even needed.
Your Elements 12 is too old to open the RAW files. You need to upgrade.
