Tim Gray is another good online content trainer. This morning his daily tips email included a $20 off offer for his "Photoshop for Photographers" course.
The offer said to use this link:
https://timgrey.me/photoshop79Another vote for Tim. I bought an unlimited subscription to his entire course library, which is constantly growing. Seems like it was around $100 for a year.

I too have used Tony Northrup's book and accompanying videos. They are pretty concise and were extremely helpful.

"I don't use layers." Layers are the foundation of Photoshop.
Editing without layers is like cooking without spices.

I would be leery of courses from NYIP - Signed up for a travel photography course, found it to be very lacking in content. Some modules were even taught by one instructors so, a 12 year old. Really - If I'm paying the price of a college level course I expect the instructor to at least be an adult. He was one of the other instructors sons. After I submitted a unit assignments, including photos, they were critiqued by an instructor. I asked for a reply from the critique and was told they don't do that. What a waste of money it was.

Then they have changed substantially from when I took their Professional Photography Course. I not only got the critique, but questions answered to any email that i sent. Not to mention the constructive criticism.
Probably the best money that I have ever spent on Photography. Albeit, a few years ago :).
I use Elements. I have Photoshop CS5, which I have used a lot, but I have switched to Elements. You can't do everything with Elements, but you can do 05% of the photography stuff in Elements. The only problem is that it is only 8 bit, but I have not had any problems with that.
There are many good tutorials. I bought a book on Photoshop and Elements, but I almost never use them because there are so many good tutorials on youtube. But you can easily get a book for reference.
