No, it doesn't.
Dial up works both ways. If you can't upload then you can't download either. Yet you are looking at lots of other people's images all of the time so it's obvious you can download.
You are being dishonest with us. You can upload an image. You simply won't do it. Why is that? Are you ashamed of your images? Why can't you tell us the truth?
What do YOU think is the very best photograph, you've taken, so far - in 2019? … You know - the one you are so very delighted with - you are considering blowing it up to plaster a wall with it … any takers??
