Last May I purchased the stand alone version of On1 Resize 2018.5, which I have as a plug-in now to Photoshop Elements 14. I resized a jpg file to 30 X 45, and it came out great!
I recently tried resizing another image, and the right hand panel (see picture below), where I can change image size, resolution, etc. is greyed out! I have absolutely no idea why. Read the User Guide, no help. Contacted On1 tech support, and I've yet to hear back from them in two days. Went on the On1 help forum to describe the problem, got one response who told me to read the User Guide. I re-installed On1 Resize, and the same problem. Looked at a number of YouTube videos, no help for my specific issue. I even tried using another jpg file, but same problem.
The fact that it initially worked fine when I first received it, and now even with a re-install of the program the right hand panel is still greyed out, leads me it's an operator error on my part! I don't imagine there are a lot of On1 Resize users out there in the UHH, but I'm hoping maybe one of you can possibly help me out?

Could the file be locked? Where are you obtaining it from - hard drive or SD card?

I know nothing about On1, but how are you getting PSD files with out Ps, PSE, or Lr (Adobe Products)? And why are you processing as 8-bit. That is a waste, you might as well work with JPEGs then. I use Ps CS6 and process as 16-bit or even 32-bit and then only share on the Web or Print as 8-bit JPGs. Oh, on reread, I see you do have PSE14. Yes, it only works in 8-bit mode, main reason I will not touch it.
Also I am not sure I see what is different between your two files. You should post only JPG / JPEG files on the UHH and check Save Original. Weird that any program is not working with a JPG / JPEG. Are you sure you do not have just a trail version that has features disabled or your trail period expired?

PROGRAM SOLVED. So sorry to bother you with all this. After two days of going nuts with this problem, I finally figured it out. On the left hand side of the screen is a little "view" button. I clicked it and the right hand panel was then active, and I could change anything I wanted to. BTW, I opened a jpg file in PSE 14, and when I launched On1 Resize it converted it to a PSD file. Must be some setting in On1 Resize that I'll figure out.

Does it work with another photo? That would at least isolate the problem to being the photo or ON1.

I did solve the problem. It was Operator Error. I had left the app in crop mode, but never completed it, so it was waiting for me to do that, etc. I did respond to another post saying it was solved. Thanks.
