I have to say the whole thing sounds a little (heck, very) theatrical, dramatic and contrived to me. Seriously... what world leader goes on Twitter to vent his opinions/anger for goodness sake? Seems to be a rather weak and hollow threat to say, "We would have shot you half an hour ago but decided to change our minds at the last minute," wreaks of insincerity and commitment. I agree, to an extent, of what his philosophy might be, but he really needs to get a grip on "world diplomacy" and become just a little more realistic on how the rest of the world functions.

Spend some time reading and paying attention to other sources and you will learn that he had several briefings and consultations. Confirming the number of potential deaths was the right thing to do and after he did, he changed his mind.
