Yes, the bulk of the deal was agreed to in advance. The key thing is that Mexico wasn't doing what they had agreed to do.

Now, it appears that they might be and if they aren't then Trump will use the tariffs that he threatened to use.

Using tariffs to force someone else to follow a previous agreement is not a new thing. It just wasn't done by the last few presidents. If it works then it's a great strategy. If it doesn't then there will be tariffs to come. Trump is doing what businessmen do when someone fails to follow the terms of a contract. He is putting pressure on them to comply.

The entire article is disingenuous because it doesn't matter when the agreement was made. What matters is whether or not it is followed now.
