Which do consider the best image of sightseeing in Havana - a Photo (using Lightroom PP) or Art (Using Topaz)? I would appreciate your choice and the reason why.
The first one just looks like an underexposed photo. I like the second one.
The only art I see here is that fantastic old Buick Roadmaster. Tons of that old art driving around Havana and also Uruquay is a hot spot for old US domestic automobiles.

Very different effects. I am generally not a fan of the "art" transformations, but this one is very nice, more subtle than most.

Love the original photo with the contrast between the grey building and street, and the gaudy colors of the car and passengers. And, catching just the right instant tells us a little story. Good job.
My choice would be to use Photo #1 after fixing Exposure and Presence - Clarity and Dehaze (instead of adjusting Contrast).
I like the second one. Sort of reminds me of the kind of pictures we used to see in "The Saturday Evening Post."

I prefer the first one but would brighten it up.
I like the 2nd one. Nice bright colors, kind of retro, it appeals more to me emotionally.
I like the photo better, but I would lighten it!
The second one resonates more with me.
I prefer the first one with some more processing work.

The first one - you could lighten it up a bit in post. The trouble with digital art conversions is that the so-called paint strokes all go in the same direction so it isn't realistic.
