Are there any free tools out there that will convert RAW color photos to B&W? My Canon software will not convert RAW image to B&W.

Silkypix DS9 will convert from raw to monochrome, not sure about earlier versions, DS7 is available at a much lower price...
Sadly neither are free!

If you mean Canon DPP, yes this sofware will convert a RAW (CR2/CR3) to B&W. When editing, go to the picture style and change to monochrome via the dropdown box.

After changing to Monochrome, you can then apply colored filter effects and toning, screen capture below.

You can still get the free version of the NIK suite, which includes the highly-regarded Silver Efex. A while back, DXO bought NIK from Google, and is now selling a version to which it added some bugfixes. The old version is available free here: https://filehippo.com/download_dxo_nik_collection/. It no longer works with Photoshop CC, but it still works fine with Lightroom Classic, and can be used as a plug-in with several other editors.

1. Affinity by Serif does a marvelous job of converting RAW to B&W. It is not free however.
2. The software developers cannot foot the bill for developing state of the art programs and then give them
away for free. You should be willing to compensate a man for his work.
3. In your career did you work for free? I doubt it. You expected to be paid for your time and effort. So does
Serif.

Nearly every raw converter on the market has the ability to convert to a monochrome image with good results. However, for maximum flexibility and quality, it's best to consider additional editing in a raster image editor like Photoshop or On1. Nik suite has an excellent module - Silver Efex - that does an excellent job. What tool you use really depends on the original image.
