Is there a good reason to go to the Sony 6400 from the Sony 6000?
Not enough information to advise you. Just think about what the Sony 6400 won't do that you want to do, and then see if the Sony 6000 can do that.
There are some excellent on line comparisons of the two cameras. I think the a6400 has enhanced focusing but the comparisons will give you all the details. I believe the a6000 is still an excellent choice.
Yes. There are always good, solid reasons to spend money on new gear!
Is there something you want to do with your current camera but cannot? But the other one will enable you to do it? Buy what you need and not what you want. Photography can be a money pit.

Are you getting good results from your Sony 6000? Are there software differences between the two camera's that will improve your images? Is there a megapixel difference?

If it was me I’d keep the a6999 and put your money towards a good lens. I have a6000 and last week used my sons 18-105 lens. The lens worked great. I only have the two kit lenses. Now my Nikon D500 I have a number of good lenses.

I have the a6000, and I would never spend so much more for the a6400. The Nikon D750 is my main camera. I use my a6000 when I want something small.
Only you can make that decision. If the new camera has features lacking in the A6000 that you need to improve on your photography I would say that updating is a must.

Speaking from experience, most "rocket science" involves large groups or committees, especially when NASA and tax dollars are involved!!!!!
