It's an available feature in Elements 10, tried it a bit but have had no use for it. There is a lot of info out there about it, just Google it.

The Tilt-Shift effect was introduced in PSE11 (Guided Edit>Photo Effects>Tilt-Shift)

If you have Topaz Lens Effects, Tilt-Shift is one of the presets available. Or you can follow a tut:
