Only their botanist knows for sure...I only know the peppers with four "feet" are better for making stuffed peppers as they stand upright in the sauce.

Cute story but not true. The bell pepper plant has blossoms that contain both male and female parts. The female part produces the fruit. More accurately then is that the bell pepper is a hermaphrodite. The pepper tree, on the other hand may be male or female.
I read sometime back in a culinary column that the four "foot" peppers are sweeter and the three "Foot" guys are spicier. It's hard to find a bell pepper of any color that I would consider spicy but it may be relative with what was called female being sweeter.
