What are these?

I have seen these in my garden but don't know what they are. They and ants seem show up together. This bunch is on a tomato plant however I have seen them on other plants also.

Those in the second photo resemble lady bug larvae-- but I can't see enough of them to say for certain. Someone on here will know

Immature Keeled treehopper (Antianthe expansa), called nymphs. One adult is upper right, second image.
