I wish this was sharper... but this is very small: 1-2 mm is size. It was found on the stems and under side of leaves of a bush type plant with red berries.
Any ideas?

The insect looks like Icerya purchasi, commonly called cotton cushion scale:
http://en.wikipedia.org/wiki/Icerya_purchasi . Once a major pest of citrus, it still raises its ugly head from time to time.
The size, however, doesn't seem right. Adult females, as shown in your first photo, can be up to 10mm long not counting the white egg sac behind. With the egg sac, it can be up to 20mm in length.

They are all over a Japonica plant close to my house. I'm gonna capture some in a jar with ventilation and see what happens. Thanks to all for the assist.

Good photo. It is in the same Family and probable Genus but a different species. They have sucking mouthparts and multiply rapidly.
I now believe this to be "Icerya purchasi" as id'd by gym. I'm going to reshoot with reference shots including a metric rule. I believe I may have messed up the measurement. I don't believe it's 7mm-- but probably closer to 3-4mm
