I prefer to use a combined flash with a long exposure for the sunset, in order to light the silhouette, like this...

If you add light it's no longer a silhouette ;)

I'm glad you mentioned the silhouetting. You see that once you have light in the face of the subject its very easy to control the amount of detail you show. (Particularly with software like Nikon Capture NX2). You can then go from silhouette to full detail in the computer.
My example below shows what I mean.
