I have a b&w picture of a cocker spaniel sitting against the hip of its owner. Would there be a way to get the average color of a cocker from the Internet, use that color and the color of the Levi pants worn by the owner to make new picture with both colors? Would it be costly to have this project done?

It could be done in photoshop (not by me - not that good) with the "colour replacement tool". But I'm not sure how good it would look.
Have you tried searching tutorials on this subject.? some time ago I recall seeing how a replacement could be done
Yes, it will have a colorized look to it though, which may be attractive. Problem is that you will have to deal with whatever the B&W image gives you, no great ability to adjust the grey as you would if you started out with it in color... ie; you adjust the dogs coat to a shade of whatever, then convert to B&W, this will give you a different greyscale to it's coat, which when adding color, may make it too dark.
You will need to do it in Photoshop or similar. I would suggest you put up the photo, and choose the colors, and hedgehog it, you'll get a wide range of results... some good and some bad... but it will give you a general feel for what may be possible.
