1- Treat every weapon as if it was loaded.
2- Never point a weapon at anything you do not intend to shot.
3- Keep your finger off the trigger until you intend to fire.
4- Keep your weapon on safe, until you intend to fire.

1- If your weapon is off safe, then you intend to fire.
2- If your finger is on the trigger, then you inted to fire.
3- If you point a weapon at anything, then you inted to shoot it. From THE UNITED STATE MARINE CORP AND

The two I would add are,

1. Always check for a bullet in the chamber when you are handed or pick up a weapon, and remove it if you do not intend to fire immediately.

2. Always store weapons without a bullet in the chamber.
