Open Picasa, wait for it to find your photos, edit, enjoy!
Raw images will edit just like JPGs, with two differences:
1.) Raw images are much flatter in contrast & color saturation, so will require more tweaking; and
2.) Edits must be saved as a new JPG, or new TIF, or new DNG, as raw images cannot be changed.
P.S. - I use Picasa 3.9 exclusively for my post processing.

I don't use Picassa so I may be off.
My understanding is that Picassa doesn't write back to RAW. It handles RAW files by reading and displaying them. If you save, export, e-mail, upload, order prints, etc. Picasa generates a JPEG from the RAW file. Since various camera manufacturers have their own flavors of RAW Picassa may not recognize your camera's RAW file, especially if your camera is new. It also may not display or convert the RAW file to a JPEG accurately.
Picassa isn't really a RAW processing program and it doesn't take advantage of the extra information in your RAW file. You should really use a RAW file editor. Normally a RAW file editor comes with your camera if it shoots RAW or can be downloaded from your camera mfg's web site.

As was noted above nothing writes to RAW files. You may Edit them and Save them in the editor, but the 'save' is a layer that can always be undone. A Save As is used to make JPGs, TIFFs, etc.

Gentlemen: THANKS for your help... My camera is a Kodak Z981 that does have Raw... I deleated their easyshare software and decided to keep Picasa 3... I now know that I must save edited raw files as jpeg... THANKS again for your help... Tony

My succinct post prior to yours, answered OP's question, and stated that I use Picasa 3.9 exclusively for my raw capture post processing.

I have NO experience with LR4, nor PhotoShop.
I use Picasa for basic editing of my macro-photography: exposure, contrast, color saturation, leveling, sharpening, & cropping.
Every image in my Flickr pages (lower left this post) was edited only in Picasa 3.9.
Did not know the free Picasa was good for post processing raw files.
How does this capability compare with LightRoom's? Is it more user friendly?

I have not yet PP Raw files yet but, I have used Picasa 1, 2, and now 3... Unlike LR and PS, It is a lot easier to use...
