Question: Do you know why they built them covered in those days? Was the bridge more stable and held up against weather?

Actually, a better reason was to protect the bridge against the weather.
At least that's what I was told when I used to get the Newsletter from the group in Oregon dedicated to their preservation. Never heard the "spook the horse" reason. Guess that could be true also.
