Every day at the top of the forum I see one or two photo contests. I never see a post of the winners. Where are they?

Click the "ratings" link to the right side of past contests from the full list on home page (about half way down the page).

In General Discussion look for the contest title with RESULTS added on like WPC 1250 - Holiday Lights RESULTS http://www.uglyhedgehog.com/t-84788-1.html.
They are posted late Friday night early Saturday morning
Or as stated you can also click Home at the top-left then scroll down past the forums and view the challenges there. Clicking Ratings shows the winners top down.
