Has a lot to do with the shape of the tire there is almost the same amount of rubber on the road as they are when upright.

Tyre manufacturers went to "sticky" compounds several years ago,and immediately lap records dropped by up to 4/5 seconds a lap.The tyres are warmed up prior to racing by "tyre warmers"
read small electric blankets.Hence the abilility to lean over so far.
