What is it?

A friend of mine in WI salvaged this item at an abandon RR station but didn't know what it was. See if you can figure it out.

I think it is the top of a old platform scale. It was attached to another box like part that had rods inside the attached to a weighing bar that had counter balance weights and a sliding weight on a bar that had markings on it where you could read the weight. See attached.

Yes it may very well are there other parts to it. they might be worth something to collectors.
